Typical, not a forecast. Reanalysis wind misses some local thermal winds, so a spot known for an afternoon breeze may do better than this.

About Terminal Oceânico do Namibe – TON
Known for sailing, by the OpenStreetMap map of the area. The shore faces SW, so wind from the NE blows out to sea (our estimate from the coastline).
Water about 24°C: no wetsuit. Typical sea temperature for the time of year, not a forecast.
A harbour, as OpenStreetMap maps it, on a shore facing SW. Wind from the SW blows onshore, wind from the NE blows out to sea, and wind from the NW or SE runs along the shore. It is sheltered to the open sea. We found no boat hire, sailing school or club within 10 km on the map, so bring your own boat here. The sea is about 19°C in August, its coldest month (2 mm shorty), and 25°C in January, its warmest (no wetsuit). For sailing at expert level the best month is usually October, with about 7 good days in 7; in June and July, about 2. From the weather of past years. The town to stay in is Sacomar.
